Since my tank has never been dry is there a fraction of gas 25 years old or is it absorbed by the fill-up?

Each time fuel is added it is mixed with the contents of the tank to become a homogeneous mixture.

The old gas may have rust particles and/or condensed water in it. I doubt you want to pump that stuff into the fuel system. Best off if you can pump it out or drain it out if there is a drain plug on bottom of tank.
