I recently acquired a 46 Merc that has been sitting for 20 years and am now trying to figure out how to get it running again. There is an On/Off lever right next to the ignition switch. What is it for? When flip it on it makes a growling noise under the hood.

I believe you are talking about ignition on-off switch. The lock cylinder you see locks this switch and the steering column. The noise you hear could be a heater or defroster motor running or trying to run, or a number of other things. Try to isolate the noise but don't leave the ignition on for too long, in case there's a short some where.

Makes sense. The lights don't go on but the gas gauge responds with the switch on.
