I'm assuming you mean the actual shackle pins at the ends of the spring. This is done with the spring mounted in the car. The easiest way is with a a spring spreader bar or a Port-A-Power to extend the spring while the shackle bars are removed from the spring. It can also be done by careful jacking of the ends of the spring, one at a time. The job should include replacing the pin bushings, which requires removing the old one, usually by cutting. When your question is more clear, most of us can be more specific.
